The Numbers That Matter
As of July 2026, Montenegro has provisionally closed 18 of 33 EU accession negotiating chapters. All 33 chapters are open. At the most recent accession conference on 14 to 15 July 2026, Chapter 8 (Competition Policy) and Chapter 29 (Customs Union) were added to the closed list. Montenegro is now the undisputed frontrunner among Western Balkan EU candidates.
For context, Croatia had all chapters closed by June 2011 and joined the EU in July 2013. Montenegro is not yet at that stage, but the pace of closures in 2026 has accelerated notably, and the remaining chapters, while challenging, are increasingly seen as a question of when rather than if.

These are not boxes to tick but genuine governance benchmarks that the EU takes seriously.
Montenegro's parliament approved constitutional amendments in August 2026 specifically to address judicial independence requirements under these chapters. That legislative action signals political commitment to the accession timeline, which in turn reinforces the investment case.
