Lustica Bay has begun infrastructure works for 13 new golf-frontage residences, positioned directly along the Gary Player-designed championship course currently under construction on the Lustica Peninsula. This marks the first time golf-linked residential product has entered Montenegro's market, adding a property category that has driven premium pricing in every Mediterranean destination where it exists.
The development advances a project that has been part of Lustica Bay's master plan since inception but required the golf course construction to reach critical mass before residential plots could be activated. With the first nine holes expected to open in late 2026 and the full 18-hole course targeted for 2028, the timing aligns the residential offering with tangible course progress rather than speculative promises.
What Golf Frontage Means in Mediterranean Markets
Golf-frontage property occupies a specific and well-documented pricing tier in mature Mediterranean markets. In the Costa del Sol, villas on La Zagaleta, Valderrama or Sotogrande golf courses command 25 to 40 percent premiums over comparable non-golf stock. In the Algarve, Quinta do Lago and Vale do Lobo golf residences trade at multiples that reflect both the lifestyle and the scarcity of frontline positions.
Montenegro has never had this product category. Lustica Bay's 13 golf residences are, for the moment, the entire supply of golf-linked homes in the country. That scarcity, combined with Montenegro's lower entry pricing relative to established golf markets, creates an asymmetric opportunity for early buyers.
The Development in Context
Lustica Bay is Montenegro's most ambitious master-planned coastal community, phased through 2030 with over 2,500 planned units across residential, hospitality and lifestyle components. The development already includes The Chedi hotel, a 176-berth marina, beach clubs, sports facilities and several completed residential neighbourhoods including Centrale, Marina Village and The Peaks.
The golf residences sit at the top of the product hierarchy: larger plots, greater privacy and direct course frontage. Buyers at this level are typically acquiring a primary or secondary residence rather than a pure investment unit, though the rental potential for premium golf villas in a market with zero comparable supply should not be overlooked.
Infrastructure and Access
Lustica Bay is positioned on the Lustica Peninsula, approximately 20 minutes from Tivat International Airport and 35 minutes from Dubrovnik Airport across the Croatian border. The 2026 aviation expansion, including new direct flights from Madrid, London and Barcelona to Tivat, has significantly improved international access to the peninsula.
Internal infrastructure within the development includes completed roads, utilities, fibre-optic connectivity and managed landscaping. The golf course construction is adding further infrastructure across the southern section of the peninsula, opening up views and access that will benefit the wider community as well as the 13 golf plots specifically.
The Investment Perspective
Montenegro's EU candidate status, combined with its favourable tax regime (3 percent transfer tax on resale, 15 percent flat income tax on rental income) and growing institutional investment (the Masdar-EPCG renewable energy partnership being the most recent example), creates a macro backdrop that supports long-term capital appreciation.
